Abstract

This research paper presents evidences to analyze the School Development Plan which is inserted in the Education Development Plan, launched in April 2007. The study fits in the scope of educational policies aiming to analyze the constraints imposed by the restructuring proposal of the Brazilian State and its implications for teaching. The educational reforms have adopted the discourse of total quality management of educational as a model to be followed to achieve quality in public education. However it is necessary to understand the contradictions that permeate these policies, as well as analyze the impact of those actions in the school context and in the effective improvement of education.
